Werndl's cooperation with engineer Ferdinand Mannlicher (1848–1904), who had patented an advanced repeating rifle in use by the Austro-Hungarian Army, made ŒWG one of the largest weapon manufacturers in Europe. Waffenfabrik und Sägemühle in Oberletten" (Josef and Franz Werndl & Partners Weapons Factory and Sawmill in Oberletten), from which later emerged the "Österreichische Waffenfabriksgesellschaft" (ŒWG, Austrian Arms-Manufacturing Company), a stock company ( AG) since 1869, of which the Steyr Mannlicher firearm production was a part. On April 16, 1864, he founded the "Josef und Franz Werndl & Comp. After his father's death, 24-year-old Josef Werndl (1831–1889) took over his factory. In 1821, Leopold Werndl (1797–1855), a blacksmith in Steyr, began manufacturing iron parts for weapons. After the Thirty Years' War, thousands of muskets, pistols, and carbines were produced annually for the Habsburg Imperial Army. The privilege of iron and steel production, particularly for knives, was renewed by the Habsburg duke Albert of Austria in 1287. Steyr has been on the " iron road" to the nearby Erzberg mine since the days of the Styrian Otakar dukes and their Babenberg successors in the 12th and 13th century, and has been known as an industrial site for forging weapons. Steyr calls their new Mannlicher Luxus a modern synergy of the legendary Mannlicher Schoenauer takedown of 1905 and the elegant Mannlicher Luxus of 1977, but its modular system and method of takedown is something new and altogether different.Share of the Oesterreichischen Waffenfabriks-Gesellschaft, issued February 1920 It also incorporates Steyr’s hammer-forged barrel, flush-fitting detachable, single-stack magazine, and low bolt lift of 60 degrees. All the elements of the Luxus are, strictly speaking, not entirely new, as the action utilizes the Steyr Safe Bolt System (SBS) but with added features such as an exchangeable bolt body and bolt handle and all the advantages it offers. The conventional outward appearance of this rifle belies its ultra-modern, modular takedown design.

The Luxus is available in three grades of wood with wooden sideplates that correspond to each category. The two-piece stock is checkered at 20 lines per 25mm in a bordered point pattern. The Wundhammer-swell pistol grip flares and is uncapped. The wood is a medium brown-coloured walnut with plenty of figure. The new Luxus has all the hallmarks of that old cliche, “old world craftsmanship” - graceful lines, a dull black finish on all exterior metal surfaces, well-figured European walnut with sharp hand-cut checkering and a hogsback comb with Bavarian-style cheekpiece.

Steyr Mannlicher has taken traditional tastes into account and the company’s new takedown model retains a somewhat conservative styling that is quite distinctive. The new Mannlicher Luxus is a handsome rifle, with enough Continental features to give it a slightly exotic touch. The new Mannlicher Luxus embodies an entirely different takedown system while maintaining the flavour of its old-world origins.
